This has got to be the worst time you could possibly hold a race meeting.
If the JC want higher turnover i suggest they never do this again!
From what I read in the papers, it has to do with the races in Dubai.
When the races were programmed, the JC wasn't sure how many jockeys would be in Dubai this year. Last year the JC chartered a plane and there was still a mad dash to get them to Sha Tin in time for the races. So they decided to give themselves more leeway by postponing the races by a few hours.

I thought it had something to do with the HK Sevens Rugby. I remember scarper enjoying a little ruck and maul in the drinking binge which typifies the sevens so perhaps his irritation stems from there ??
Its taken me many years to realize that its best not to leave your house during sevens weekend.
I have noticed little teams of rugby fans, fully kitted out in rugby gear, wandering around HK, drinking booze at 10am in the last few days.
