HKJC. May 21, 2002.
At the Licensing Committee Meeting on 9 May 2002, Trainer John Moore was
granted an extension to continue negotiations with possible retained riders for the
2002/2003 Season. Mr Moore was advised that he was required to notify the
Licensing Committee of his nominated retained rider by 31 May 2002. Mr Moore
has recently advised the Licensing Committee it was his intention to retain Jockey
Anton Marcus had he only received a 3 months Club Jockey's contract. Mr Moore
submitted that as Jockey Marcus was granted a 6 months Club Jockey's contract he
ceased any further negotiations with him.
Therefore Mr Moore has sought permission to withdraw his application for a stable
retained rider for next season. His request has been approved by the Licensing
Committee today by circulation of paper.

Licensing Committee's decisions
The following is a summary of decisions made at the Licensing Committee Meeting held yesterday:-
The Committee:-
having considered all evidence and submissions before them, agreed to grant, subject to a satisfactory medical examination, Henry K C Tsang a Freelance Jockey's Licence for the 2002/03 season.
agreed to grant Vincent S K Sit a Freelance Jockey's Licence for the 2002/03 season. Such licence will become effective on 17 June 2002. Jockey Sit outrode his apprentice claim when he won on ME FIRST at the Sha Tin race meeting on 25 May 2002.
agreed to grant, subject to a satisfactory medical examination, Olivier Doleuze a Club Jockey's Licence for the period 14 October 2002 to 14 April 2003 inclusive. Jockey Doleuze proved very successful when riding in Hong Kong on his first Club Jockey's contract between 17 December 2001 to 17 March 2002. During that period he had 141 race rides for 26 wins, 12 seconds, 8 thirds, with a winning percentage of 18.4%. After completing that Club Jockey's contract, Jockey Doleuze returned to France to continue his retainership with Ms Criquette Head-Maarek. Included in his winners during the French season has been "ROUVRES" in the Prix Jean Prat (Group 1) at Chantilly.
agreed to grant an Assistant Trainer's Licence for the 2002/03 season to Chan Che Chung, Talley.
agreed an additional Assistant Trainer be appointed for the 2002/03 season with the successful candidate to be announced in the near future.
reviewed the Trainers' performances as at the end of the 2001/02 season and decided having considered the Guidelines for Reviewing of Trainers' Licences, as amended and adopted on 17 January 2002,
Trainer D Hill be asked to give the Committee a written explanation as to his decline in performance.
Trainer P Chapple-Hyam, be informed while he has been re-licensed for the 2002/03 season, should his stable perform at an unacceptable level in that or any subsequent season, he may be informed he will have to "show cause" if he re-applies for a Trainer's Licence for the following season.
Guidelines for Reviewing of Trainers' Licences
Trainers' overall performances are reviewed at the end of each season. Any Trainer whose overall performance is of concern to the Licensing Committee at the end of a complete season could be advised, and any warning taken into account when a future application for a renewal is considered. The following points will be considered:-
Minimum number of winners in period under review, average 12 per annum.
Minimum prize money won in period under review, approximately HK$6 million per annum.
Percentage of winners to runners, 5%.
Stable strength (at least 20 sound horses), consider current number, ability, soundness and age.
Integrity and disciplinary record.
All matters pertaining to the running of the stable during the period under review including, but not limited to, total leave of absence from the Hong Kong SAR and trackwork attendance.
Taking into account the above criteria, the following action will be taken:-
At the completion of the first season in which a Trainer's performance causes concern, he will be asked to give the Licensing Committee a written explanation as to the decline in performance.
At the completion of the second season in which a Trainer's performance causes concern, he will be informed that should, during any subsequent season, his performance again causes concern he may not be licensed for the following season.
After he has been re-licensed should a Trainer's stable perform at an unacceptable level in any subsequent season, he may be informed he will have to "show cause" if he re-applies for a Trainer's Licence for the following season.
