U.S. House of Reps will vote Tuesday on whether to ban Internet gambling

The United States House of Representatives is scheduled to vote on a bill, the Unlawful Internet Gambling Funding Prohibition Act, that would prohibit the use of credit cards, checks, and electronic fund transfers to pay for gambling via the Internet.
House Majority Leader Dick Armey (R-Texas) scheduled the Tuesday vote on the bill, sponsored by Representative Jim Leach (R-Iowa), after other Republican leaders pressed for a vote during a GOP leadership meeting last Tuesday.

Because the House is voting using an expedited process, the bill must receive a two-thirds majority vote in order to pass. House Speaker Dennis Hastert (R-Illinois) believes the bill will pass.
I don’t think it’s accurate to say the speaker forced Mr. Armey to schedule a vote, but we want the bill," Hastert Spokesman John Feehery told the Las Vegas Review Journal. "The speaker feels strongly that it’s very important to get this done because a [General Accounting Office] report suggests these sites are being used to launder money."
Investment firm Bear, Stearns & Co. has estimated that the Internet gambling industry—some 1,800 sites strong—will net $4.2-billion by 2003.

In 2000, a bill to ban Internet gambling, proposed by Representative Bob Goodlatte (R-Virginia), received some bipartisan support but was ultimately defeated. Representative Shelley Berkley (D-Nevada) voted for the Goodlatte bill but is leaning against the present proposition.
"I have never heard a convincing argument how the federal government can regulate Internet gaming," Berkley said. "I’m not an advocate of Internet gambling, but it seems to me that as long as there are offshore Web sites, [Internet gambling] should not be illegal in the United States."
