Club Jockey E Legrix
21 August 2002
The Stewards today interviewed Club Retained Jockey E Legrix regarding a claim he had made in respect of return business class airfares for himself, his wife and son between Hong Kong and Paris at the conclusion of last season.
The Club's contract with jockeys provides that they will reimburse the jockey, his wife, if any, and his dependent children, if any, with business class tickets between their home country and Hong Kong. This is done to enable the jockeys to travel to Hong Kong.
Early in June Jockey Legrix hand delivered to Mr K H Cheung, Racing Registry Assistant, at the Club Headquarters an Air France receipt in the sum of $92,083. Jockey Legrix used this receipt to make a claim against the Club return business class airfares for himself, his wife and son between Hong Kong and Paris. However, it was established that the receipt covered airfares not only for Jockey Legrix and his family, but also for his domestic helper.
Jockey Legrix today pleaded guilty to an improper act (Rule 150). The improper act being that during the month of June this year he submitted to Officials of the Hong Kong Jockey Club a receipt from Air France for reimbursement of his travel allowance. Such receipt was misleading in that in addition to his entitlement, the stated receipt included travel expenses for his family's domestic helper.
After considering all the circumstances including of course the guilty plea from Jockey Legrix, his obvious regret that the matter had occurred, it was decided the appropriate penalty was for him to be fined a sum of $50,000. He was told the Club would be reimbursing him for his family's travel only and this amount would be $82,442, not the $92,083 he had originally claimed.
