View Full Version : Oscar Chavez may not be able to ride in HK
Don't know if anyone has mentioned this yet: Panamian jockey Oscar Chavez who was granted a licence to ride in Hong Kong up to December may not be able to ride here after all. According to an Apple Daily report, the jockey is now under inquiry by Singapore Turf Club for failing to get the best possible placing for a horse he rode on June 14. The inquiry has been delayed first by a Chavez request to have the all the relevant documents translated into his native language Spanish and then by the death of Chavez's mother in an accident. The inquiry will reopen on Tudesday. Chavez faces a compulsory one year suspension if found guilty of the charge.

On Wednesday, 19 June 2002, at the conclusion of an Investigation into Jockey O Chavez’s ride on SECRET MISSION in the above race, Jockey Chavez was charged under MRA Rule 144 (2). The particulars of the charge are that when riding SECRET MISSION in the first race run at the Singapore Turf Club on the 14 June 2002, he placed the horse under unnecessary restraint between the 1100m and 900m mark, placing it in a position where it suffered interference and lost considerable ground, and he thereby failed to give SECRET MISSION full opportunity of obtaining the best possible placing in the race.
The Inquiry was adjourned to Wednesday, 26 June 2002 in order for Jockey Chavez to prepare his defence.

Jockey Oscar Chavez has been disqualified one year after the Singapore Turf Club Stewards resumed an inquiry yesterday into his ride on SECRET MISSION in a Restricted Maiden, Div 1 - 1,200m sprint on June 14.
The then three-year-old by ROYAL ABJAR out of MY KID SISTER finished fourth to RISING FORTUNE in a 12-horse field.
At the conclusion of the inquiry, jockey Chavez was found guilty of a charge under MRA Rule 144(2) punishable under MRA Rule 144(5).
The particulars of the charge are that when riding SECRET MISSION in the first race run at the Singapore Turf Club on Friday, 14 June 2002, he placed the horse under unnecessary restraint between the 1100m and 900m mark, placing it in a position where it suffered interference and lost considerable ground, and he thereby failed to give SECRET MISSION full opportunity of obtaining the best possible placing in the race.
Chavez was disqualified for one year with immediate effect and was advised of his right of appeal.
Chavez is the second jockey in a week to be disqualified one year by the Singapore Turf Club Stewards.
English jockey Gary Carter was also disqualified one year as a result of an inquiry into the running and handling of BRIGHT WONDER in the Benchmark 75 - 1,200 sprint (Race 9) on August 9.
BRIGHT WONDER, a five-year-old brown Australian gelding by BLETCHLEY PARK out of ROYAL AVENUE (by CARRY A SMILE) trained by Mohd Yusof, finished sixth to SONUS FABER.
At the conclusion of an inquiry on August 15, Carter was found guilty of a charge under MRA Rule 144(2), punishable under MRA Rule 144(5) for failing to take all reasonable and permissible measures throughout the race to ensure that BRIGHT WONDER was given full opportunity of winning or of obtaining the best possible placing.
Probably just upholding that great Asian tradition that you don't have to hold one to get rubbed out for it!

Chavez suspended on amended charge
SINGAPORE, 11 October 2002
Oscar Chavez, who was disqualified one year over his handling of SECRET MISSION at Kranji on June 14, was instead suspended for three months after being found guilty of an amended charge yesterday.
Chavez was originally charged under MRA Rule 144 (2). The particulars of the charge are that when riding SECRET MISSION, he placed the horse under unnecessary restraint between the 1100m and 900m mark, placing it in a position where it suffered interference and lost considerable ground, and he thereby failed to give SECRET MISSION full opportunity of obtaining the best possible placing in the race.
Chavez was disqualified one year and subsequently filed an appeal.
The Race Meeting Stewards concluded the hearing of his appeal yesterday.
After considering all of the evidence together with submissions from Chavez, his Counsels and the Principal Chief Stipendiary Steward, the Race Meeting Stewards amended the charge to one of incompetent riding under MRA Rule 149.(a)(ii) in that when riding SECRET MISSION in the first race run at the Singapore Turf Club on Friday, 14 June 2002, Jockey Chavez placed the horse under unnecessary restraint between 1100m and 900m thereby causing the horse to lose considerable ground and he thereby rode SECRET MISSION in an incompetent manner under MRA Rule 149.(a)(ii).
Jockey Chavez was found guilty of the amended charge and was suspended from riding in races for a period of three months with immediate effect. His deposit was forfeited.
